NF 9-9 This section deals with Unfair Acts

The Referee enforces any penalty that he considers equitable, including the award of a score; for repeated fouls, the game may be forfeited

 


Enforcement of Penalties
NF 10 This section deals with Enforcement of Penalties
NF 10-1-1 The distance penalty for any foul may be declined.
If the penalty is declined or if there is a double foul, no loss of distance occurs.
In the case of a double foul, the captains are not consulted since the penalties offset.
The captain's choice of options may not be revoked.
Decisions about penalties shall be made before any charged time-out may be granted to either team.
NF 10-1-2 The ball shall not be permitted to become live if a dead ball foul occurs.
The captain may accept or decline the penalty.
NF 10-1-3 When a live ball foul by one team is followed by a dead ball foul by the other team, the penalties are administered separately and in the order in which they occurred.
NF 10-1-4 When the same team commits a live ball foul followed by one or more dead ball fouls, all fouls may be penalized.
NF 10-1-5 Enforcement of a penalty cannot take the ball more than half the distance from the enforcement spot to the team's goal. The ball is placed halfway from the spot of enforcement to the goal line when the penalty yardage prescribed is greater than half the distance to the goal.
NF 10-1-6 Fouls by A which include loss of down:
  • Illegally handing the ball forward
  • Illegal forward pass
  • Forward pass interference
  • Illegal touching of a forward pass by ineligible

NF 10-1-7 Fouls by B in which Team A will be given an automatic 1st down:
  • Roughing the kicker or holder
  • Roughing the passer
  • Roughing the snapper
  • Forward pass interference

Double and Multiple Fouls
NF 10-2-1 If both teams commit fouls (other than Unsportsmanlike or non-player fouls) during the same live-ball period, it is a double foul and the down is replayed with the penalties canceling if:
  • There is no change of team possession, unless all fouls committed by R are post scrimmage kick fouls
  • There is a change of team possession and the team in final possession fouls prior to the final change of possession unless all fouls committed by R are post-scrimmage kick fouls
  • There is a change of team possession during the down, and the team in final possession accepts the penalty for its opponent's foul

NF 10-2-2 If each team fouls during a down in which there is a change in team possession and the play does not have a 2-16-2g (post scrimmage kick) foul, the team last gaining possession may retain the ball provided its foul is not prior to the final change of possession and it declined its opponents penalty (other than a non-player or unsportsmanlike foul).  If this happens, the team not in last possession has no penalty options.

If each team fouls during a down in which there is a change of possession and all R fouls are after the kick has been made, then R may retain the ball, provided R declines the penalties for K's foul(s) other than a non-player or unsportsmanlike foul.  In this case, the team not in last possession has no penalty options and the foul against R will be enforced.
NF 10-2-3 When a team commits two or more live ball fouls, only one penalty may be enforced (except for unsportsmanlike fouls, the penalties for which if accepted are enforced from the succeeding spot after the administration of or declination of any live ball fouls). The offended team may choose which one penalty to accept, or they may choose to decline all penalties.
NF 10-2-4 Penalties for dead ball fouls are administered separately and in the order of their occurrence. 
NF 10-2-5 Dead ball fouls are not coupled with other live ball or dead ball fouls to create a multiple foul or a double foul.

  • The basic spot is the previous spot for a foul which occurs simultaneously with the snap or free kick.
  • The basic spot is the previous spot for a foul which occurs during a loose ball play.
  • The basic spot is the spot where a kick ends when R commits a post-scrimmage kick foul.   R fouls behind the post-scrimmage kick spot are spot fouls.
  • The basic spot is the spot when the related run ended when a foul occurs during a running play as defined in 10-3-2.
  • The basic spot is the succeeding spot for:  unsportsmanlike fouls, dead-ball fouls, non-player fouls, and when the final result is a touchback.

Special Enforcements
NF 10-5-1 The following fouls have special enforcement provisions and options for the offended team:
  • Free kick out of bounds untouched by R (6-1-8)
  • Kick-catching interference (6-5-6)
  • Unfair acts (9-9)
  • A foul by the opponents of the scoring team on a successful try (8-3-5)
  • A foul by the opponents of the scoring team on a successful field goal (8-4-3)
  • A foul by the opponents of the scoring team on a touchdown (8-2-2)

NF 10-5-2 The enforcement spot for any foul by the defense is the goal line when a run ends in the end zone and would result in a safety.
NF 10-5-3 The score is nullified if the penalty is accepted for a foul, other than non-player or unsportsmanlike, by A which occurs during a down resulting in a successful try, field goal or touchdown.
NF 10-5-4 If the offensive team throws an illegal forward pass from its end zone, or if it commits any foul for which the penalty is accepted and the enforcement spot is from on or behind its goal line, it is a safety.
NF 10-5-5 The enforcement spot is from the end of the last run for roughing the passer when the last run ends beyond the neutral zone and there has been no change in team possession.
NF 10-5-6 Disqualified players shall be removed.
Enforcement Spots, The All-But-One Principle
NF 10-6 Unless otherwise listed in Section 4 and 5, a penalty for a foul occurring during play is enforced from the basic spot with the exception of a foul by the offense which occurs behind the basic spot during a loose ball play or running play.  This particular foul is enforced from the spot of the foul.
